In addition the solutions should have a function that "test" that the link to the programs listed are still valid. If not it should remove the application from the user GUI and post an alert at admin section.

It should be made using ASP.NET and will be placed on IIS7. DB is MS SQL. It would be great if the application could be made so that you can choose if users will be registered in DB or use LDAP (Active Directory).
