I run a small remote monitoring company that measures different criteria for construction companies i.e:

Structural cracking measurement
Stress measurement in structures
Structural subsidence

Sound level measurement
Vibration measurement

Turbidity
Dissolved oxygen
Temperature

All these measurements are taken by very different instruments and uploaded via a web enabled modem.
I require a programmer who can programme the modem to negoiate the handshaking between different instruments (all instrumentation is RS232 enabled) and the modem, download the data to the modem's memory and upload it to the web at set intervals.
Each instrument will require a different small programme to access it's data.
As I cannot realistically send the instruments to the potential programmer a method must be found for the handshaking info to be accessed and forwarded to the potential programmer.to do his/her stuff.
Further the programms must be written in such a way that we can make minor adjustments in house without recourse to the programme developer and of course we will own any programms bona fide paid for.
There is a possibility (not guaranteed) of building a customised web bureau to upload data too in the near future.
