Develop plan for timekeeping/invoicing Desktop/PDA Application

I need an application that allows invoicing for labour and machinery.

These would be billed to specific projects and would have the ability to track total amounts billed for a specific project.

I am looking for someone to project map this and develop a plan that can be presented to a development team for implementation.
