I have a site that was started by a "Joomla Expert" on taskcity and when it came time to produce, he disappeared. Im looking for someone that can step in and get this done. Someone who knows Joomla and CSS and can bill me for actual work...not learning how to do it.

There is a main page and and sublevel view and the sublevel shows the navigation rollovers. 

The design needs to be implemented on Joomal as the CMS and I will also need to add calendar and  newsletter/news apps. The newsletter app will be to replace the current email blast the school does to give out their news. They call it "the knight writer" and it is not archived or organized. Basically need to put this new look on the Joomla CMS and be able to add sublevel categories to the firm Top level navigation 8 pages. I will be importing the content of the site, but will probably need help here and there to tweak the site till ready for launch. 

The navigation shown in the sub-level can be changed if too difficult to implement. I would like to at least do something similar if not exact. I'm looking for you to tell me what you think would be the best (look  vs. cost) for the drop-down nav.
