I am looking for someone to design a robust site that serves as a Monster.com-type site. Instead of serving as a job bank for resumes that enables companies to search or post job listings, this site will need the capability of allowing people (students mostly, although freelancers can also post) their qualifications, areas of expertise, experience, etc. in a searchable format, and the capability for companies to post jobs that they would like people to apply to work on.

I would like the design to be very similar to that of http://www.catchafire.org as my site will vet projects in a manner that is very similar to that of Catchafire and this is the type of clean/functional design that I like.
Needs to be a secure site and database with back-end support for companies to view submitted artistic work, plans, etc., and make awards for the winner of the project. Money transfer needs to be supported by the company submitting money to my site when the project is posted via an escrow account and then the money released (via PayPal) to the winner of the contest or project.
The company or agency is posting a project where the applicant can submit their name (and qualifications by default) to the company to work on the project and submit an entry. If their entry is selected as the winner for the project, then they receive a set amount of money or compensation (prizes) for the winning selection. Companies also need to be able to invite potential applicants with good experience to work on their project, thus the need for a searchable, indexable database.
