Suggestions on what platform to build it in is appreciated. Flash? HTML5?

The Trainer needs to be built based on real strategies and odds.

These will be placed on my homepages.

Also, I need to have .exe files made so the user can install these as a softwares on their computer.

Please give me your estimate on time frame and cost for the project.

I will deliver design of both the tools.
