TC3 requires a mobile app that will function as a 'shell' app for our mobile website.

The application will do the following:
- launch a splash screen of out logo
- check an XML feed for alerts, and display if there is an active alert
- Open our mobile website - http://mobile.tc3.edu

We require the app be developed for both Andriod and Iphone.
